Shady Sands - Nora Quest

Hi, I'm new here (Or mostly new, haven't played in ages now) and started questing.

I'm in Shady Sands and started a quest with Nora to deliever a letter to her female crush. However, I've spoken with nearly every female NPC in Shady Sands and in the train station and can't find who to give the letter to. Where is the woman I need to deliver this to?
