I heard something like that, but I'm always playing TB combat mode and I can still easily find caravans...

then I have no idea what is happening, I was with my alt in HUB, waited till caravan's location stopped changing and kept running around that spot, and didn't get it. even though the location didn't change for a good while. tried it several times just like this.

Program...well i bet you would love the Scout perk. Get your OD to 150, and go to Vault City with 5k caps. Get a day Pass to get into the inner city to get Scout. When you have Scout, you get advanced info on the worldmap about what NPCs you can encounter where. You mouse-over a zone and it lists all NPCs there. Very nice for finding new favorite places to hunt.

There is ten tents cap per character, but there is no limit for ammount of bases per faction. Buy as much bases as you want pal.

None except adding it to your collection of fallout things. Sometimes, once per session or so there could be lottery/auction/other event made by devs which require showing that pass. (...but I wouldnt give it much trust/faith in it)

Well, it's partially true. Depends on the factions you run into. For instance, if you run into the Khans (of whom I'm a part), you're almost certainly going to be killed. But that's okay, because you avoid the consistent slaughter by joining us. And since the Khans are actually pretty awesome guys to hang around with (not to mention the most powerful group in the game), that isn't a bad thing to do.

With that said, I'm sure you can find someone to tag along with, but I should warn you that unless you have a band of people around with you everywhere, it's still not very good security. Though, yes, you can hire NPC companions if you desire and can, if I'm not mistaken, outfit them with whatever you want them to have.
