So I want to get the swift learner perk, and I have 9 int and 90% science and I still can't get Ms. Stapleton to give me the perk, has the person who gives the perk changed, or have I messed up?

Nope it is still working. When you ask her to buy a buy a book, there should be list of books and one of those options should have [swift learner] at the end.

Thank you Awgy, also are their any merchants in general I should be going to, to sell certain items. I know as much as the General store in the hub you can sell amunition too, and the gunshop you can sell rope to. Are their anyothers I should be going to? To sell like guns?

If table says BG merchant buys Big Guns so this part is simple,  not every merchant buys all weapons from table Seki posted, but it will give You basic knowledge where to look. So you need to try you should not have problems with most of them cuz there are only few exceptions for example M60 you can sell to Darkwater in Junktown, but not to Ralph, same with 5mm JHP ammo. Bartenders in NCR buy crappy small guns like mausers and regular shotguns.

You can use rope on a wild one from encounter to tame him

no, you cant, rules doesnt say anything about looting or bluesuit exception

Maybe bluesuits in caravan are annoying but shooting them is against the rules.

Sneakers are useful, f.e. Mysia Pysia sneaker char with LSW. One of the best sneakers I've ever saw. Greetings Worldremaker

if you're talking about ctrl + g and inspecting all of them 1 by 1, i dont think there's a faster way to do that
to transport huge loads from your private mine bring a car and load it in the trunk
