For a sniper, you really do need a team.
Forget about crafting/buying traps; Get 2-3 other players with combat shottys or assault rifles (minimum) as your sec team.

And yes, this is how they do it IRL. But irl they do it from inside a building (cant do that in game yet).

Personal .02 on the suggestion is not to plan it with implants unless you already have them in hand, so go ahead and just make LK 10.

Also remember that +15% Gun Runners bonus before you put any skill points into Small Guns.  If you bump it above 65% you can't take it, so do it first.  It will help with low IN.

NameColorizing.txt in the reloaded folder needs to have faction # added, and a color defined.

Command ~fn will list all currently registered factions, and that number will be listed as well.

I'll post an example (or maybe someone else will) when I get home.

Dog tags do nothing AFAIK.

I'm trying to download the game and get started playing, but the source for the download of both the client version and full version is stopping at 2% and ceasing to progress. It's a real buzzkill, and preventing me from making a character and playing.

Alternate download methods and/or links? Are they available?

Only during encounters with critters or NPCs.

Like Wind_ said, you only find random footlockers (the ones with blueprints etc) in populated encounters. That is, encs with some sort of critters/NPCs. However, if you are asking if it is possible to find such encounters by simply re-entering the same triangle spot on the map (without trolling the area back and forth) yes you can, but it takes much longer to do so. If you try it, you'll see you mostly get unpopulated encs, which have no footlockers. Doing it that way though, you will eventually hit a populated enc, even though your position on the map did not change, and maybe it has a footlocker. That's too slow though if you're looking for lockers. Troll the map in RT. It goes much faster.

Where and is it even possible to buy XL703 Blueprint from NPC or do you have to do dungeons / lockers to get one ?

I tried Jacob at Hub Oldtown but I get no dialogue option (1 INT 1 CH Small Guns at 200+ character).Tried with Mentats too ?

uh.... try gun runners ( I havnt made crafting char but I know they sell bp's ) best bet is to try there

Tried , they sell some Energy weapons blueprints and 14 mm pistol but not XL703 or P90c which would be ok too
