Its not "ninja change", that perk change was on changelog. I just dont have time to check it by myself, but I think its necessary

Yes. Right click then left click hold on him and select the tag option until you see arrow over his head

1. Is there minimum AP to attack mechanic in place?
I'm assuming yes, so is it like 2AP for 1h and 3AP for 2h?
Also, does it work like this for Bonus HtH attacks? (so 1AP per attack with a Rock, for example)

2. Does Luck/Intelligence affect disassembly and repair? (Wikia build:leveling_build states it does for disassembly. Also, I mean stats themselves, not MrFixit/Dismantler perks)

3. Is "Aimed Shot Critical Chance Bonus (lowest at 1 luck, highest at 10)" applied to Fast Shot Random-body-part hits?

Does Kamikaze apply +10% damage in final calculation or is it -10% DR?
As in, if I have no armor, drugs, toughness so my DT/DR is 0/0%, does it work as 0/-10% even though the negative number doesn't show on the inventory screen?
In other words, does Kamikaze apply a penalty if my DR/DT is 0/0%?

No, it can not be lower than 0....at leasty I guess so.
