If there is a science all on hex hotkey, is there a repair all on hex hotkey? Is it possible to set a bind for it?

No. I am  afraid there is no such hotkey.

This would be bad idea tho, because science have only 1 outcome (sciencing xD) repair can be failed, successful & perfect. So random outcome and tools are breaking randomly as well so you could end up with fixing 40 items with bare hands.

My advice keep your gear fixed all the time so you wont get pile of crap to fix ;)

Random encounters on city tiles, it's random chance if there will be a footlocker.

Search for encounters with npcs, hitting from WM into place where you stand will not give you any Footlocker.

Am I unlucky or does character luck influence on finding footlockers? I travel over worldmap and any random encounter and get, I don't find any locker. I found only 2 during last 15 minutes.

Search forum for mod with highlightened footlockers, sometimes you can miss it.
Second thing they are not always showing up in encos'.

Yes, I already have few mods which highlight gatherable items, footlockers and I use no-wall hotkey too.

What exactly items can be found in footlockers? Is there any list of items?

Sometime in ruins you can find Footlockers with items inside (spawn items of all sorts: armors, weapons, ammunition, drugs, blueprints, resources and rare items: Oil Can, Frag Mine, Hypo, Howitzer Shells, Fuzzy Painting, Diamond Necklace, Stealth Boy, Solar Scorcher, Louisville Slugger, Dice, Loaded Dice, Mirrored Shades, Flare (various colors), Combat Armor & Combat Helmet, Combat Armor Mark II & Combat Helmet Mark II, Brotherhood Armor & Brotherhood Combat Helmet, Desert Combat Armor & Desert Combat Helmet

NOTE: Whenever you enter a random encounter, your location becomes discoverable by other players nearby. They might get a prompt with your name in red. If you do not want any PvP confrontations, it's best not to delay long in random encounters.

You can find books in lockers too but ihmo locker hunting is waste of time.
