Do the Gain SPECIAL perks count as base SPECIAL for calculations like support perks and such?

Okay. But new levels will count the current int. So if you were to take the INT perk at 12, you'd only be losing 11 levels worth of skills in that case. Gaining the Agility will still add action points and armor, correct?

For INT and CHA, it would count as base for quests. So if you need 3 CHA for a quest, have 1, get the perk, it'll count. Right?
