Lvl 12 for Companions, maybe this applies to mercs as well.

About companions, I've just discovered the Badega Bay out of San Francisco. When I find some NPC asking me to escort him/her to Badega Bay, only answer I can give is "Nevermind" and cannot accept the task.. Why?
