Forced enc on city tile

I just had a forced enc with a player and raiders while on the san fran tile, and while within the san fran circle specifically.  While I have come to accept forced player encs I'm not sure if this is intended or not as before city tile were enc free.

You can be forced into player encounter from more than 1 tile away

Just seems odd that it's on tiles that were once no encs though.

Yeah thats actually little strange, of course its bug but not even sure if its possible to do anything about it
