Also the girl in the heights in hub that wants to be a raider will not activate dialogue when you come with everything needed to complete her raider gear.

Also failing to repair junktown power generator will cause 30 minute repair cooldown still.

I was finally able to talk to him yesterday.
No problems.

I have every item for that girl  i need to start that quest who i will become, or girl who want be raider...even before i take quest and working like charm.
