make aiming for head require only 1 more ap instead of 2. at the moment there is no point to aim for head and sometimes it can be useful.

Interesting suggestion, especially that helmets prevent more from crits than armor. Aiming groin for example is easier and gives bigger oportunity to crit someone than shooting head.

Groin 2 ap and head 1 ap ?
Makes no sense, there is no reason to aim head now but i dont think that this is right solution.
