If you taked +10% to SG/BG/EW/CC u can't anymore take muttie quest

cuz marshal like

guess level check dissapeared.

So you are melee character without 100 SG,BG orEW skill. Read few SG skillbooks, and read em.

One book must be enough, my crafter alt take  it with 100 melee and 51 small gun

you need to have 100 skill points in sg or bg or ew to take mutie quest...this is not bug.
