I`ve got 11lv and i have only 2 perks . its happened propably because i held perks untill i had higher skill %

If you don't take a perk by the time you would have gained another, you lose it. Not a bug.

Not a bug, it's intended.
You can have your char rerolled/repaired but this option is only for donators... otherwise I would do nothing but reroll player characters all day.
