Where the hell i can did small PvP (No TC)?!
North Towns - Militia
V15 - Almost all time empty
Reno - All time empty

So tell me where??!!  ???

Eh, I think Reno really is empty only because it has a reputation for being empty. Probably the safest city to get caps right now - every trader is scared to go there because of people looking for PvP, while people looking for PvP don't bother with going there because they think there's nobody there.
