I'm a bit new to Fallout Online and am attempting to make a PvP viable sniper character.  Criticism welcome!

I'll most likely play on Real Time mode, but am not against Turn Combat as some of my friends prefer that.

S: 1 (will use Buffout for earlier levels.  Apparently low str is negated when your weapon skill is high enough.)
P: 9 + Cigarettes = 10
E: 10
C: 1
I: 2
A: 9 + Nuka = 10
L: 9

Traits:  Small Frame + Chem Reliant

Tag Skills:  SG, EW, First Aid

Perks:
More Critical
Even More Critical
Sharpshooter
Lifegiver (1/3)
Lifegiver (2/4)
Bonus Rate of Fire
Better Criticals
Right Between the Eyes

I'm considering dropping RBtE and one Lifegiver in favor of both Action Boy perks.  My reasoning being, if I ever get my hands on a gauss pistol or just used a .223 pistol, it would be nice to be able to make 3 aimed shots in a row.

Don't drop RBTE for 1 AB better drop either both LG's for 2 AB or drop 1 LG for ET perk. With all implants instaleld you should have either 232 hp with AB option or 272 (more tanky) with ET option, dropping RBTE is pointless >   -50% to your target's helmet's critical modifiers

Ah, I see.  I was considering ET, but decided against it since I could just use Psycho and get bonus DR.  I think I'll go for both Action Boy perks in favor of the two Lifegivers.

This is pretty much one of my exact builds nearly verbatim, except mine has both Action Boys, only 1 Lifegiver, and Even Tougher. I normally used Sharpshooter in the past, but dropped it as a test since gun skill went to 300. It works well.

For leveling, i say get Boneyard Guard perk first at level 1,, then use 10 Guns-n-Bullets skill books to boost Small Guns. Then only raise Small Guns until you get it to 180 to get BRoF. Boost EW later.

But! I can tell you there is a huge difference between Luck 9 and Luck 10! So make sure you get this guy some SPECIAL implants. At 350k each, it does not take long. He needs ST, AG, and LK for sure. PE too. IN is also nice to have if you get it at level 30 (assuming you level him to around 70 or more).
