Perk Bug

Hello, i did not spent my perk on lvl 3, and now at lvl 6 i have only one perk, can someone help me pls? 
i already spent also many caps for books :-/

The perk disappeared. You just lost it.
level 3 perk can be taken until level 5
level 6 perk===========  level 8
level 9 perk===========  level 11
etc.

You cannot take 2 perks at the same time and you cannot cumulate them. Otherwise leveling up would have just no sense.

Take what's left and start again

It does not let you advance until you select a perk though, so I don't know how this happened.

I thought levels cannot advance until skill points are spent if no more skill points can be allocated into spending? For example max skill point storage before allocation is 99, therefore a level cannot be gained until those skill points are placed.

I think that there are no warnings for perks, however. It appears that you need to realise that you have to choose a perk before the option to choose the next one. That would be:
Perk 1 - Level 3 to 5
Perk 2 - Level 6 to 8
Perk 3 - Level 9 to 11
Perk 4 - Level 12 to 14
Perk 5 - Level 15 to 17
Perk 6 - Level 18 to 20
Perk 7 - Level 21 to 23
Perk 8 - Level 24 to 29

You cannot choose your 8th perk at level 30 or beyond; it becomes lost and unused.

Easier way to view this is when you reroll. There are no warnings about perk allocation, but there will be a message stating you need to spend your skill points before being able to level up.

I believe the advancement is only blocked when using a book of achievement so normal leveling you can miss stuff.
