How can i create new interface? Is there any special programs for it?

There's no software for it so far. Interface is nothing else like graphics & defines inside of an .ini config file.
You basicly define where should be a starting point of selected thing for example weapon box holder - you define where should be starting point and how big is the image and what file is it. Starting point is usually left top corner of an image.

Where can i take coordinats? (Like  X : 720. Y : 650 - weapon slot;  X : 540. Y : 760 - there;  X : 360. Y : 280 - here)
