where can i find tier 4 armors and weapons except special encounters

I looted the lockers enough times to get at least one of each regular piece of equipment (all armors, helmets and weapons possible) and never ever had a tier 4 drop.

well, it may be 2% total for something good, which turns out, you have 2/100 for geting anything better then normal. I opened those chests in Reno/WH around 50-60 times. Got 1 implant, and nothing more. But I was with many other  people, so total openings were about 160-180 - and still its this 1 implants we got.

Yeah special enc or magic lockers wh/nr
Also new reno severs have chest but it gives max stated tier3 i think
Anyway you can solo all this places but you also can get company (even the unwanted one)
