I'm under impression that high PE could be a factor. LK and outdoorsman seem to be not, however.

Fun, how I managed to get 3 nuka cola trucks and 1 family with 1 PE before level 20. But that was with well over 150% outdoorsman and exactly 1 LK.
On the other hand with a char with 9 PE and 38% OUT I still have to get a special encounter. Already level 19 there.
