As for Wasteland Harsh, no drop should end at Lv24, when the "Real Game" starts.
In this case lv1-23 would also be a sort of "tutorial".
would be abusable, players could make 23 lvl chars for trolling or pvp

- Character level is now visible for all players;
just small note, you have to examine other player to see his level

- Character can have more than 10 tents;
what means more then 10 ? is there some other cap or its unlimited now ?

- Traders now pay 20% price for items they wouldn't accept otherwise;
i dont see the point in this change, why would players aware of how barter work sell stuff for 20% of price ? only thing it does is that it makes new players suffer
before if new player wasnt able to sell some certain item he started looking for reasons why and eventually found out that he has to sell it to different mechant
now he will most likely sell it for that 20% price and lose 80% of item's value
i think it should be either increased to like 50% or removed.. but maybe there is some other reasoning behind it

- Players above 24 level lose some experience points on death (less if killed by player),
makes sense for pve but not for pvp
can be completely avoided by getting your pvp alt to level which you need to have all needed skills for pvp and then ignoring exp loss while players which do pvp on their main char are being punished alot

- Added armor/weapon deterioration penalty on player's death, depending on death type,
can we know by how much different death types deteriorate gear ?

- Cars parked in towns now have 2-minutes lockpick protection,
for which towns does this apply ?

Yup, almost anything with loner and swift learner is good. Educated is not needed, requires too much int imo.

Ah what a shame. It was a nice quest for leveling.
it is still nice even after nerf, was able to make 142k exp in 1hour this morning with flamer, swift learner, loner, using car and parking directly in town<->enco then it goes really fast
you can probably make more on desert or by some other way but its very decent for beginners considering how easy it is

- Lowered NPC spawn count and exp for killing in Floaters quest in Adytum,
reasonable, tested this one time after update, 5 monsters and each giving 500 exp only

btw are nerfs to monster counts in rat and floater quests also supposed to fix issue with npc being in not accessible areas and stucking quest or its only supposed to be experience nerf ?

- Increased NPC reaction time in encounters by few seconds,
finally no more encos which are impossible to escape i hope

I dont think you can reach 200 BG by level 29 with 1 int?
no you cant but you can put points to SG to take perks and then go BG
1 int burster is only for very high levels, normally you want 2-3 int so you can go straight for BG

ye, you get poisoned but it doesnt tick until you end combat

Just out of interest, why are we sometimes forced into player encounters now? I don't remember that being a thing before s3 but I can't see it mentioned anywhere in the patch notes.

Changelog is only partial and doesn't include many changes

I can't imagine how you easily do this quest. It was huge pain in my fucking ass to complete both in real time or turn base modes. Character spawns in the fucking middle of these critters, can't run away and die really fast even taking drugs and combat armor mk2. In turn base you waste a lot of time because npcs can't skip turn and wait about 30 sec.
that sounds like you die by poison, not damage, did you use antidote ?

Im waiting for number one to find another XP source now :P
i dont even play so its your turn to find something  ;D

you die on this quest there is no XP loss!
isnt it when you die by poison ? i am not sure

Yeah. 2nd session: Sharpshooter + RBTE + Hit the gap
3rd session: sharpshooter + gain Luck (or IN)
==> you earn a free perk
not exactly, because last sizooon you picked either RBTE or Hit The Gaps.. you cant aim both arms and eyes at same time anyways so you benefit from one or other, not both
so you get one perk but you lose one perk because you need to have 3 int instead of 1 for sharpshooter (2 special points = 1 perk) so you are at same point where you was before and then you lose one special point from removal of small frame and then you also need some ST to fix your hit chance considering AC changes which are very unfriendly especially for EW snipers which was already very on edge with hit chance before
on the other side it makes accuracy bonus and ST more useful, both were ignored before, now they have some value

REG build:

Trait: bonehead & fast shot

In-game drugged:
7 s 5 p 10 e 1 c 2 I 10 a 1 l

(drugs: jet, ciggs, psycho, beer, nuka, buffout)

- why would you take 6 base ST ? you need only 5 for adrenaline rush, last point is wasted
- you dont need buffout, that 2 extra ST gives you nothing, only helps against weapon drops but its better to skip buffout, take that 1 point from AG and put it into LK for bypass resistance and crit chance
with 5 base ST you will have enough hit chance even without buffout if you invest enough skill points into weapon skills
- 5 PE after drugs is too low, avenger range is 35 hexes = 5 PE but you need to see few hexes behind your max range to have time to react
- 1 int is enough to take all perks that you need

i would do it this way
SPECIAL without drugs : 5 9 10 1 1 9 4 (if you are low level then you can take 2 int 3 lk)
SPECIAL with drugs : 6/4 6 10 1 1 10 4
drugs : cigs, psycho, beer, nuka + optionally jet
traits : bonehead + 1 optionable trait (bloody mess, loner, good natured.. not fastshot, it does NOT give +5 flat damage anymore)

Perks:
Adrenaline rush
Toughness
Even tougher
Lifegiver (x2)
BRD
MRD
Bonus rate of fire
perks are fine, after BRD and toughness changes its best perk choices for burster by far for sure

And please, could someone tell me what 'Chem reliant' trait means, cause I really don't understand it by description in wiki.
your drugs lasts twice as long but stimpaks heals you 1/3 less
