Game Help / Can't buy base

Earl in Junktown won't seem to sell me a base.  I've got 30k caps, I'm lvl 38, but when I talk to him all I can say is "Nothing.  I'm out of here."  Am I missing something?  I don't really want to go to an unguarded town with 30k.

So I've been following these guides and crafting all these guns and stuff to sell, but I can't seem to find any vendors that have caps.  I've tried Junktown, the Hub, NCR and Gun Runners (who don't buy my guns wtf), are there other places I should be hocking my wares?
