unpack default interface files from game data or download some of these interfaces posted on forum and edit it to your liking. graphic png files you can edit even in paint, text ini files in notepad. thats all.

some parts of sneak mechanic are in config.fos, some other in many different scripts
to catch them all use notepad++ and search for sneak in script files

It is ok idea. Some people like to check such stats, some other don't care, depends on taste, but it not hurt anyone for sure. On AoP and FOnline 2 such counters and rankings working well.

Hexing is cancer of FOnline games, cheat tools like this hexbot only shows what negative potential is in this broken combat feature.

Of course everything depends on personal taste, but it not change fact that would be nice to have some interfaces and other options easy to choose by some ingame options panel without diggin in forum and game data files.

Well, just had a glimpse of it, and saw what I think is a great improvement: no HP display on all chars, PCs and NPCs.
You can turn on it by some key (F9?), but only after you get awareness on 27 lvl if I good remember.

Yeah, level of grinding and difficulties for sure is lower on Reloaded, also is still alive here 2238 spirit, but if you search for diversified gameplay, progressive game mechanic, no bugs, balanced pvp, working economy and multiple less or more unique things like dungeons, events, and other nice features you should go play Fonline 2.

Toxic Caves / How to add custom content to mapper?

There is somewhere tutorial how add new things like scenery, walls, items, etc. to mapper?
I tried to drop new content to client art/scenery folder, update scenery.lst file but it was not enough, later I tried to use Object editor from tools, but still no effect. Probably I missed some steps or I messed up something.

Main thing is that Fallout is designed to be singleplayer and when you make some mod there is no problem in making it playable for everyone without useless effort. Fonline is designed to be multiplayer and it has lack of crucial singleplayer features like save game, ingame settings menu, etc. to that to run fonline as standalone singleplayer you need some knowledge how connect client to server on your pc and make it working.
Comfort of modding and playing in context of singleplayer game speaks in favor of fallout engine, even if this engine is more limited than fonline.
