Instead there is a random chance that a PA part will spawn. Such as Power Armor chasis, Power Armor Servos. Power Armor energy supply, ETC.

When crafted the PA will have a chance for stats, also the PA can be hardened by mixing it with rare crafting materials.
Why make PA craftable? To increase its rarity due to requiring rare parts, but also add a reason for the stuff to even spawn in the first place in TC, Dungeons, maybe even quests if certain vital parts never spawn in them same for farming. Paladins or Enclave get killed and their bodies scavenged, so parts are laying about, while whole suits are taken up by their respective factions if still clearly serviceable.
Imagine this your car stopped on the road because its out of gas, while your buddy has a tow truck. Does he A. Leave your car, B. Take Your car? vs Your Car blew up into tiny pieces A. Do you leave it and run from whatever blew it up? B. Try to repair it after killing whatever just shot your friend?
The second scenario is most likely to happen out in the wastes, and neither option leaves an intact set of PA ready to be taken.
No one finds a suit of PA just laying about in the wasteland, you find a 200 year old corpse half melted, but might have a useful glove still attached. Then this salvager/prospector gives it to the local warlord for "protection" maybe even a chance to join the gang.
I think it would be interesting if a common PA part was as rare as a Fuel Cell Controller, While the rare PA parts (Working Fuel Source) would be as rare as HPA from TC of last season.
Also to add to the rarity of PA, when someone dies in it, the PA needs to be repaired with a common PA part, probably a new Chasis. A broken set of PA will not function with stat boosts, but is wearable like Combat Armor. So there will be , Broken PA, PA, and HPA in the game.
When PA is crafted from raw parts, or Broken PA it will always have the same condition as the collection as its parts so unless the PA is lost in PVE then it will still exist in the world. This is to make it a viable option in PVP as constant use will not make it lost forever. (game mechanics wise probably lost to the player who died)
The PA power supply can be repaired with fuel cell controllers for 5% condition per controller. Therefore power armor will never disappear unless you lost it in PVE.
Each PA part will cover a percent of the PA's condition, with some parts determining its Damage resistance (Power armor Chasis)
