This is so that 4.7 Caseless ammo can be crafted, No one uses the G11/G11e, because everyone with the 4.7 ammo uses it inside of a vindicator.

Vindicator ammo should be rare, so changing it to 2mm would mean that the ammo would still be rare, but now if 4.7 ammo becomes craftable people will start using the G11/G11e in PVE or in combat.

It'd also be interesting to see VC and San Fran/HUBOLOGY patrols use the G11 in combat to add to their status as technologically advanced without making farming 4.7 Caseless being a bad thing.

Not an entire city should be PVP free for all for these reasons:
They hold essential resources:
        Support Perks
        Crafting parts
        Vehicles
        Quest related.

         We can see in the HUB what a difference PVP makes between Klamath and the HUB

My Solution is simple, inside everytown there is a zone either marked in red instead of green, or written in big bold red letters.
This zone is where town control will be conducted.
Some Examples:
For Reno, Golgatha will be where the town's ownership will be decided.
For BH the underground/Mine will be where TC is done
For the HUB The water merchants will be where TC is done

Also instead of TC lockers spawning caps from no where, 10% of all caps traded into the town will be what spawns inside of the lockers, when someone spends caps in the town even for quests, cars or ETC 10% of those caps go poof straight into the box.

This also means the controlling faction has a 10% discount on everything in the town basically, TC lockers will still spawn the same items, just the caps come from somewhere.

This idea is mostly to encourage seeing people in more towns across the wastes, and to promote exploration. This'll lead to better equipped new players, and give TC champions more towns to control. A winning team could even brag about it to encourage recruitment of awestruck spectators.

Instead there is a random chance that a PA part will spawn. Such as Power Armor chasis, Power Armor Servos. Power Armor energy supply, ETC.

When crafted the PA will have a chance for stats, also the PA can be hardened by mixing it with rare crafting materials.

Why make PA craftable? To increase its rarity due to requiring rare parts, but also add a reason for the stuff to even spawn in the first place in TC, Dungeons, maybe even quests if certain vital parts never spawn in them same for farming. Paladins or Enclave get killed and their bodies scavenged, so parts are laying about, while whole suits are taken up by their respective factions if still clearly serviceable.

Imagine this your car stopped on the road because its out of gas, while your buddy has a tow truck. Does he A. Leave your car, B. Take Your car? vs Your Car blew up into tiny pieces A. Do you leave it and run from whatever blew it up? B. Try to repair it after killing whatever just shot your friend?

The second scenario is most likely to happen out in the wastes, and neither option leaves an intact set of PA ready to be taken.

No one finds a suit of PA just laying about in the wasteland, you find a 200 year old corpse half melted, but might have a useful glove still attached. Then this salvager/prospector gives it to the local warlord for "protection" maybe even a chance to join the gang.

I think it would be interesting if a common PA part was as rare as a Fuel Cell Controller, While the rare PA parts (Working Fuel Source) would be as rare as HPA from TC of last season.

Also to add to the rarity of PA, when someone dies in it, the PA needs to be repaired with a common PA part, probably a new Chasis. A broken set of PA will not function with stat boosts, but is wearable like Combat Armor. So there will be , Broken PA, PA, and HPA in the game.

When PA is crafted from raw parts, or Broken PA it will always have the same condition as the collection as its parts so unless the PA is lost in PVE then it will still exist in the world. This is to make it a viable option in PVP as constant use will not make it lost forever. (game mechanics wise probably lost to the player who died)

The PA power supply can be repaired with fuel cell controllers for 5% condition per controller. Therefore power armor will never disappear unless you lost it in PVE.

Each PA part will cover a percent of the PA's condition, with some parts determining its Damage resistance (Power armor Chasis)

For bases to "help" gather resources.
It'd be interesting if hired hands could be purchased for like 10K caps at the console, then actually go into the world map once a day to gather resources, running from potential dangers such as foreign players. Or just follow the player around to help carry stuff in the base.

The hired people being mostly foremen, and Handy Bots.

Essentially for 10K it'd spawn a worker/robot that goes into the world map once until it grabs 20 fruit, or 10 flint, returns home and waits a day to go out again.

If a robot searches a city, it can find junk (if the base was in a city)
If it searches a mountain if can find wood and fruit
If it searches deserts, flint, flower, and roots.

Bases can hold several workers, maybe up to 5? Maybe one for each faction member? But a balancing feature is that they can die in the wastes if a player kills them, or if they get stuck and get killed by a wasteland critter.

It can't even hold a knife its so bad.

I'd like to spend 50% of an item's resell value, though depending on item willing to negotiate.

PP at this point has no use in PVP, and PVE, so why not remove it completely?
There is no such thing as a PVE zone, players can drop in any encounter loaded with NPC's and kill the player without getting touched by the inferior commander player and his afk NPC's.
Plus there's a slave limit of two, regardless of how high the PP is.

PP has almost no logical use now since you can't be safe in encounters with more guys with you, after all who's taken the Good nurtured perk recently? The points taken away from the player's combat stats ensure that even with the NPC's in PVE encounters you probably won't do so hot.

If slave mining is an issue, then why not limit the number of slaves that can be "active" at any single instance, a number like two. The others just stand and do nothing.

I think we should remove PP and allow every player the ability (unless loner) to have a certain number of NPC's that do what they do now based on your level so that players can focus on combat skills, and enjoy NPC's for whatever reason, like flooding the HUB with bodies to sell.

The Armor has full protection otherwise. Therefore Condition above 50% shouldn't matter.

Won't change anything, but no reason to keep the condition to 80%+

Basically instead of Ca MKII in the NCR Army lets have a few of them (Who use Heavy guns too) to use a Ca MKII Reskinned to look like PA. Many players never get to use PA or don't want to risk such a rare item so lets make a cheap variant that lets players roleplay more.

Lore wise it might not fit, but it'd be nice to see more PA being used in combat in the wastes and more players would appreciate the aesthetics.

The stats wouldn't change at all, and even if the fake PA is as weak as Metal MKII it'd still look really nice.
