 The npc can be found on Oldtown, you go as thug with him to make a drug deal, the problem is that when he say to you that the encounter has gone wrong the others npcs dont attack u, you can just talk with him and return to hub without problem, or engage fight with npcs by yourself and talk with him later. They just dont attack the player, even if the deal goes wrong they still neutral.
