Please rework Chem Reliant trait. Change penalty to: 100% chance of addictions. Permanent addictions are too harsh.

I am unable to take Strong back support perk. I am talking to Francis in BH (super mutant in bar) and dialog option does not appear. My character meet all requirements - I have 6 lvl and 10 end.
