I try test with M79, but aim shooting has crits
I think that for every hexshooting weapons

When you kill guards, it is possible to tell the trader in New Reno Arms that it increased Guards,
Increasing guards = increases chance to loot spawn
If nobody can kill the increased number of guards,
in 4 hours(?) of real time, their quantity decreases to the normal with chance to loot spawn

Player1 assigns bounty Player2 1000 caps
When Player3 kills Player2 have reduced Player2 3000 experience points
Player3 receives reward 900 caps (10% tax Bounty hunters agency)
Experience can not fall lower than ~ 253 000 (23 lvl)
If you experience dropped on 23 level, 24 level perk does not work.

Formula:
1caps bet = 3x experience reduced
1caps bet -10%tax = bounty hunter award

This concept, the numbers can be corrected

Session showed that the current access to implants not fair and not balanced.
Because it is very big random
My suggestion to next session
Implants can be got only on ingame lotteries in Barter Ground
To participate in lottery, it is necessary to activate the ticket which will work for the next lottery
The ticket can be got from boxes of city locations, boxes, caves of nr\wh, tc, from powerful mob (the place is more difficult, the there are more than tickets) e t c
Lottery is carried out 1 time per ~2-3 weeks
Lottery can begin only when a certain number of tickets, about ~100-150 is activated
If not enough activated tickets, lottery don't begin.
