Closed bugs / Server Issues after Restart

I'm sure I won't be the first to say this but, my cooldowns are borked, inventory rolled back, and quest locations were deleted.

I have a 5 hour cooldown on first aid, halp.

Closed bugs / Tattoos

Currently, I have two reports about this.

One is from a faction mate, and now I have confirmed it myself.

Going through the motions to get a tattoo at San Fran, and then paying the 500 caps, and providing a 12 or less character string in the "say" box yields nothing.

Armor taken off, helm taken off, even with it, nothing in the description of the character. I imagine when this was changed to allocate the inclusion of level, something got broken.

Closed bugs / Train Stations

It's quite humorous, but the trains appear to have books for wheels.

Also some of the Peasant NPCs, which are required to interact with for the VC Research Quest, are in their busy state, unable to be spoken to.
