Toxic Caves / guys dont laugh at me but WTF IS THIS WIPE read below please

im confused about this wipe. so will it either

a) delete all charecters and start new
 
b) delete whole game and the game will never be able to be accesed

c) both

please answer!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
