around 2004 some ruskies including cvet started work on fallout online, after some time cvet became main developer and continued work through years. around 2009 were done some open beta tests of first fonline project - the life after, not so long later fonline 2238 obt happened. at 2010 fonline tla sdk was released. with time appeared multiple projects based on it like tlamk2, requiem, fonline2, ashes of phoenix... in the meantime 2238 died, released 2238 sdk then reloaded popped up. 

worth mention that around 2006-11 Interplay did attempt to make fallout online but due to conflict with bethesda project was cancelled

running locally server for tests purposes is easy as fuck

in client config set host to localhost and port 4000 (or whatever, can be 2238)
in fonlineserver.cfg (server folder) set listening port 4000 (must be same like in client config)
run fonlineserver.exe
wait till all data will be loaded
run client

There are fonline servers around with implemented more than one or even more language versions, so that is not impossible task nor problem with engine limitations, just need few determined guys to make it real.
Not mention fallout mods which contain usually more content than fonline games and which have been translated by spontaneous community effort.

1. you can distribute exe (and any part of FOnline content) as long as it stay non-profit and keeps "FOnline" as name. thats all about license.  not mention that you can get such exe on fonline.ru (official forum of fonline creators).
2. if you are so damn smartass you can easily decompile that exe and check there is no crap added. common smartie, do it

From what I know Olympus devs allowed one guy to use resources for FOnline project, but for sure you are not that guy and Reloaded is not that project.

There is well working faction system already implemented.
About faction emblems, well, something like faction icons is already in FO2 server and looks ok. Could be added in Reloaded too.
