No, you haven't failed, but in order to craft higher items you need some requirements.

First of all, Professions: http://fo2238.fodev.net/wiki/Professions

So, you need at least 100 repair to get Sg and Bg professions. When you meet these requirements the learned blueprints will be available on the Fixboy.
