Character builds / PVP/ PVE melee build

Are there any builds that are viable in both pvp/pve that use melee primarily? I'm looking for a build that can do quest and take on npcs, but not get their ass beat by some random pk. I don't care about deaths from a khan or min/max drug pvp build tho.
