Toxic Caves / Slaves killed in NCR.

Attempting to bring slaves into the NCR to sell them to Vortis seems to result in the NCR instantly mowing down all slaves, companions, and their owner within a single nanosecond of entering the town.
Not sure if this is a bug or not.
Edit: Seems to be tied to one character. May be a reputation issue. Although, if it's reputation, I question why I'm not killed when I enter alone.
Edit II: Isn't reputation related. Even with reset rep, slaves are killed on sight. Isn't tied to just the NCR, but guarded mines as well.
