i saw leather helmet has -10 crit chance modifier, how much combat helmet has? becouse i wonder if i should take rbte perk.

If you want to make a full sniper character you should take it.
Here few links to armors values:
All armors and helmets:

And Combat Helmet alone stats:
http://www.fonline-reloaded.net/wiki/index.php?title=Combat_Helmet
As you can see Combat Helmet has -20% resist for critical chance.
With RBtE it's lowered to -10%, so it gives big difference.

just depends on what your goal is with sniping if your goal is to aim at eyes head then take it if not then not
-
actually im a critical pistolero , i plan to aim at eyes but mostly just PvE. I would have to let go 40 hp of lifegiver for that perk

then take it , also there is no true pve build in this game since u can encounter other real players in this game anytime except if u stay at your tent 24/7

Yes, there is chance...but still you can avoid them easily. Anyway FrankenStone is right here, you cannot hide from players all the time...

imo there are no PvE builds because for most efficient ways of getting best stuff you dont need to fight at all (private mines, barter, craft, special encounters)

That's true
PvE can be easily done by PvP builds, look at dungeons soloable by players in tank/burst builds.

I mostly PvE with my PvP char lately... Ares, warehouse, reno, vault.
