So someone dropped a ton of this ammo at the Hub, but I can't sell it anywhere. Can someone tell me where I can sell this ammo? I'm poor :(

Junktown or the merchant in vault city

Dont bother.
Want money? Get OD to 100. Go to Modoc, build a tent. Start hunting geckos on TB. Maida gives 100 for siver, 200 for gold.
Too risky? Collect up junk, wood, iron ore. Craft spears. Wuzzername in Junktown buys them.
Too boring? Go to Gecko. Collect junk, craft brass knuckles. Go to Gecko, sell them to Wooz.
Too hard? Tough shit, that's the best you can really do.

Best early way to get money is to do the junktown repair quest, and steal caps from other missions.
Get the Gun Smith to 1
Mine ores. Get wood.
Make Combat shotguns, load them with shells.
Then sell these, and use them to level up until you can farm patrols.
Farm patrols sell their armor and you should be set at this point from then on easy.
Won't need more than a week going from scratch to owning multiples of 100K's But knowledge of spawns and how to level helps.

When I first started out I just made .45 rounds and sold them in NCR.
They're easy to make, give you a lot of EXP for early on in the game if you make them in large batches and use less gunpowder than most other ammo types.
That's balanced by needing junk but that's also rather easy to gather.
It's safe but time consuming.

Shotgun shells are better to craft.
You'll most likely be using the combat shotgun for encounters, or for general grinding.
5mm JHP would be worth it if you could actually use the ammo while low level. But since you can craft assualt Rifles or miniguns from the get go 5mm JHP is worthless.
