What's the deal with this guy? He keeps killing my friend near Necropolis using some exploit. Basically my friend gets locked into TB combat and all of Chuck Nordis and his friends can move in real time? Is this a known glitch?

Doesn't seem very likely; isn't it just their turn?
Also never heard of the character.

They were all moving at once while my friend couldn't move, because it wasn't his turn... ?

Sounds like lag to me, I'm chuk nordis and I def wasn't using exploits.

Hell be glad he atleast said hes the guy; makes thing much easier since you know who you're dealing with.

I dunno man, maybe it was the 12 shot plasma guy who made you think that? I never entered any encounters with more than 1 friend.

Yeah, you/your friend most likely got encountered by an AP whore who can fire a weapon 12 times in one turn, not including any shots he managed to fire off before Turn-Based got activated. Depends on how fast this person chus.

I encountered chuck nordis near necropolis few times, few days ago and everything was ok.

I think I saw that guy, but he killed me when went to encounter.
