It says on the wiki that a quest gives it as a reward, but which quest? I can't find it for the life of me.

The .223 blueprint is no longer a quest reward.

buy it from market place, or find it in lockers city enc, or craft a shitload of hunting rifles, pm me and i will craft  .223 for you, free of charge
