Title: Vault City guards killing me when I try to exit out of city

I bought day pass, learn 'scout' perk, and when I tried to exit city, they kill me without any reason.

It happened to me once a few years ago, because i was there just barely too long. When they say get out before the time deadline, they mean it. I was there 1 minute too long so got shot by guards.
