Title: Explorer perk

I get message saying that I should see all grids on map even if I can't get the perk because of missing dependencies.

I just saw this too. The thing is...that's not what the Explorer perk does. That's what the Scout perk does, obtained in Vault City, not at NCR Train Station.

So what happened to me is i could suddenly see the whole map, but was still unable to get Explorer (i needed to go uncover some more locations first to meet the perk's requirements). So i was thinking i had discovered a new perk! However, no perk shows in my list. It's working as if it is a partial Scout perk, but without the encounters-list-heads-up display part.

So I don't know what this new thing is.
