I have 6 Perception and support perk Cautious Nature (https://www.fonline-reloaded.net/wiki/index.php?title=Cautious_Nature) in random locations range of sight = 38 hex (basic for 6 Perception)

Cautious nature is not supposed to affect your sight range. Read description properly.. wiki says "when determining placement".
Perception affects where you get placed when entering encounter, with more PE you spawn more far from middle/npc - in safer place, thats where Cautious Nature helps.
