Currently, I have two reports about this.
One is from a faction mate, and now I have confirmed it myself.
Going through the motions to get a tattoo at San Fran, and then paying the 500 caps, and providing a 12 or less character string in the "say" box yields nothing.
Armor taken off, helm taken off, even with it, nothing in the description of the character. I imagine when this was changed to allocate the inclusion of level, something got broken.

i can confirm this, no huge problem but it was a nice touch and i'd be sad to see it gone
