SwinglineRed gives Professional Bomber advice to Khans: you need to set up "bomb cows" at certain points in Vault City ahead of time, using alts which are Citizens.

Then you blow up the towers, guards, etc.

Then finish off the survivors.

Then you go explore the Bunker under the Security Center.

I did this in 2238.

Solo at first, but then others joined in.

I did get into the underground complex solo.
But died.
