So, after joining and making a character in Fonline I discovered what I picked wasn't exactly what you could say as a good build, since I thought it would be more like regular fallout I chose what I do in single player but soon discovered it screwed me pretty badly.

I have such low SPECIAL skills that I can't get any perks that would be useful, I put points into useless areas, tagged useless skills, and pretty much made it a huge grind at my level to get the 15 sp to put into my skills. So I found out I could reroll.

Trouble with this I have a tent with so much stuff and I don't have a friend who plays that could hold onto the map for me and give it to me when I got back in so I could get my stuff back so is there a way for me to make another account, log onto it from the same computer and dual client so I could accomplish this?

If you wanna do it with tent then yes you might wanna use sandboxie to avoid anti dual log mechanism and give yourself a map to tent with second character
To reroll you simply put 10k in your inventory and type ~deleteself <pass>. It should provide you with a feedback on chat host you're gonna be rerolled into a book with level.

Yup, sandbox is the only way.
You could always make an alt, drop map in Hub/Junktown in place where noone is going to. Fast relog to alt, take map, run to World Map.

Or find someone you could trust, f.e. me :)

Best solution imo is to not reroll that character at all. Just keep him. Register a new guy and level him up. Use the new guy (at any level) to build a DIY base for 10k caps. Then add your first character's name to that base as a "Friend" and set access there to "Allow Friends". That will mean your first guy can bring a map to that base and drop it, and your second character can read the map.

What makes this method so valuable is you use this base as a private headquarters for all of your additional characters. Each time you come up with a build idea and register a new guy, you add his name to the base, set him as "Friend", and he can go there immediately at level 1. He can then read all tent maps that you keep there, and pick up whatever gear you prepped for him there.
