Mercenaries system now varies alot from the one described in wiki.
You simply hire a mercenary for it's full caps price from seller and just feed him beer to keep up the loyalty and he can guard your tent/base =).

Edit: I couldn't understand what you've meant but I think that will be an awser to your doubts.

I think there is a command to check morale levels.

All of the commands except Cb are being listed here http://www.fonline-reloaded.net/wiki/index.php?title=Commands. There's no command to check loyalty but you might check it through a dialog with your mercenary. You just have be sure you're using a character that's his owner.

UT is still an expensive business you're trying to get into. Consider training wastelanders instead of mercenaries. They're free and only require expirience same as your character. You may go together with him to hunt centaurs in order to gain expirience. If wastelander dies he respawns in your selected tent or base. Mercenary on the other hand dies permanently and it's just lost money.
