Helmet resist if not matched with appropriate armor would be lowered somewhat like this:

Hpa+Hpa helmet = 100% protection
Hpa+Pa helmet = 75%
Hpa+everything else = 50%
Pa+Pa helmet = 100%
Pa+Hpa helmet = 75%
Pa+everything else = 50%
Ea+Camk2/Ba/Ra/Eamk2 helmet = 100%
Ea+Ca helmet = 75%
Ea+anything else = 50%
Ra+Camk2/Ba/Ea/Eamk2 helmet = 100%
Ra+Ca helmet = 75%
Ra+everything else 50%
Ba+Camk2/Ea/Ra/Eamk2 helmet = 100%
Ba+Ca helmet = 75%
Ba+everything else = 50%
CAmk2+Camk2/Ea/Ba/Ra/Eamk2 helmet = 100%
CAmk2+Ca helmet = 75%
CAmk2+anything else = 50%
Ca+Ca helmet = 100%
Ca+Camk2/Ba/Ra/Ea/Eamk2 helmet = 75%

Imho this could solve the tesla helmet problem as well as make sneakers more vulnerable against aimshots as they are supposed to.

Agreed mis matching armor should make it not fit correctly IMO.
Though I'd see Combat armor as combat armor, and power armor as power armor.

I'd have B-Keeper, and Police uniforms with debuffs with all helmets.

Though rather than reduce protection it could simply increase the chance of getting critical hit, and higher critical damage. Due to not fitting properly.

Adams, too many 100%.

Tweak the numbers and define what each armour class, and setup, defend against. You can have a synergy effect if you use both PA armour and helmet, no problem, but it shouldnt be the same synergy when using metal armour and a mask.

Then add perks to support this. What you have now is perks addressing the chest armour piece and helemt piece separately.

I like the idea, im with you.

Its not roleplay, its due to people gimping two builds at the same time due to armor bonuses. Armor of which is too common to warrant making you immune to Tier 4 snipers.

As discussed in other thread its not op. Just people who dont pvp and adams say it because hes big troll. If you want to see how its not look at what i explained in other thread. And nobody will want to look at some giant ass list to see what helmet they can wear with their armor everytime they want to pvp.

quick example:
combat helmet mk2 with combat armor mk2 current stats therefore 100%
dmg type             dr    dt
Normal                40   6
Laser                  40   6
etc.

combat helmet mk2 with metal armor 75% so stats would look like
dmg type             dr    dt
Normal                30   4,5
Laser                  30   4,5
etc.
combat helmet mk2 with leather jacket 50% less
dmg type             dr    dt
Normal                20   3
Laser                  20   3
etc.

If wearing different helmet and armor would be a big problem, then we should remove helmets entirely.

And all this because of tesla helmet? Seriously...
