make toughness lvl 3 perk

toughness lvl 3 perk, even tougher a lvl 6 perk. Just like more crit is lvl 3 and even more crit lvl 6

So you could be a full tank with even more useful (high-level) perk than Adrenaline Rush, just because you can't take both Toughnesses and Stonewall till 9th lvl? Hehe, no.

I dont know what youre talking about I would pick adrenaline rush over toughness any day. And if you want to be full tank then you take adre and 2 toughnesses anyway. More balance, choices, and opportunity

Maybe fix/edit the other useless perks before changing the mainstream ones.
