What I see when I look at the list below is numerous players, who each have founded their own faction over the last several months. I see a lot of PvE fun, and clearly some fun role-play stuff. I also see these players, plus their member friends, who when combined all together could form a good-sized PvP team. With training, a team worthy of Town Control victories.
Please consider the list of newly-formed factions. I'd love to know the current status of each of these:

These are just the ones I found with official announcements on the forum. There are more, like the Thieves Den (Wormsign)-no interest in TC, REPO (BR?), Vegan Cannibals (Nefastus-retiring), etc.
Naturally, an idea is produced from this trend; keep building your factions and doing whatever it is you enjoy doing in this game, but...every player associated with any of these teams could level a single PvP fighter each, join that 1 fighter to a single common base, and the whole group fights as a single unified team to do Town Control.
As I see it, such an alliance plan is the only viable way to get a "new TC gang" going. Otherwise, we just continue on the same slow course, with new factions springing up, recruiting a few people, then fading out, or at least stagnating to a point where we realize a limit, a limit short of strong PvP requirements.
WAlli (Wastelander Alliance). Just think about it, you faction leaders and all other new players. Combined we could be strong. Start taking towns now, while some players are messing with *ahem* that other server, and guess what happens next: the big teams come back to reclaim their Reloaded territory and then we have a game loaded with new action. What say ye?

Back sstreet boys are the pistoleros along side with hawks
it's not the PvP that has moved players there's they just simple enjoy fo2 more
I personally don't like fo2 and prefer this. No one is interested in town control because lockers in Reno and warehouse give better loot and PvP is more enjoyable on these maps because there smaller fights and everyone has a chance

None of this changes the alliance idea though. Nobody would have to leave any faction. It only means getting 1 fighter character dedicated to the alliance team, for PvP wherever. I say TC because winners show up in Pip-Boy, which is fun bragging rights for new players. But yeah, Warehouse or Reno or Hinkley or wherever.

I'm not sure i understand what you are asking, but do you mean "how does a brand new player who is at level 1 on their very first character get to participate"?
If that's what you mean, then they need to play a bit anyway, right? To learn the basics. So let them play as they will, do the quests, play PvE, find friends, join factions (hopefully in the alliance) whatever...but when they are ready to level a PvP fighter build to join to the alliance team, then great - that's one more guy in WAlli. I don't see any problem.

Ohhhh! Sorry I missed that. So...

...means these players could register a single PvP fighter character (with a proper build), level him up as needed, and then fight with the team.

This won't work,
Pistoleros is a large faction just like bbs at the moment fights are 50 50 between them win some lose some, but yes bbs are a good and brilliant faction,
This alliance won't work, simply because in factions there are many personalitys, people will argue, also there will be to many leaders of this alliance and people have there own sightings styles and such and it will just fail due to people arguing and blaming the other faction for doing wrong,
also PvP requires voice control a server would ve needed and alot of thEm factions are mostly crafters and people who don't like PvP and are new to it,
Once you lose a couple of fights the alliance will just fade away

Also I should point out that the alliance does not need an "Alliance Leader". It's just not needed. Keep it simple.

Yea ok people argue in factions totally agree but there in the same faction, people who argue in alllainces tend to say fuck this break the alliance, to many factions in one team is bad.
And voice is needed because typing in-game can make u lose, every faction needs a leader aswell
And if you read what I wrote I didn't say about not having Mic or sound so not sure what u are trying to say.

Thanks but we won't need any of that kind of luck. Already have plenty of leaders - all that's needed is an operation leader, per op. And there is no bubble to burst either because i am not imposing any expectations on this. If it works, great, but if none of these players have any interest in any PvP at all, then I was simply talking to the wrong crowd.
I however remain hopeful that gradually people wake up to the trend that is made more visible by listing all those startup factions and their announcement dates in my opening post. The trend is they start up with good intentions, they have some activity, then they stagnate and end up fading away. Combine those people though, and we might have something.
Some Deeper Facts
"Every faction needs a leader" is quite wrong. The reason factions fail is usually due to bad leaders. What every faction needs is a presence of capable members, any one of which could lead a team operation. As soon as you become dependent on a single leader, your fall begins. It takes a while but it happens unless that leader backs off and allows the team's success to ride upon the waves of member motivation. Tyrants kill teams. Lazy members depend too much on tyrants. You cannot drive success into a team. Success must come from within that team, and the best "leaders" know that and are good at facilitating member motivation. It means a leader is best seen as a servant to the team, easily replaceable by the next guy who can talk right, think straight, and communicate well.
I would also suggest that if someone is opposed to combining people to form a team, it's because they are a saboteur, hoping either for less competition or that the game fails overall. For there can be nothing better for this game than more players teaming up and getting serious about team operations, PvP and Town Control. Try all you want to burst my "bubble" but you can't.
To all others: c'mon, let's get these new factions teamed up and energized. Are you a faction leader? Have you contacted any other faction leaders?

Desert drifters are good friends with pistoleros and both factions respect each other's
Same with margaux team pistoleros have agreements with them

First make team use voice comunicator and push hybrids noobs to tc :) totally random players running around without any idea what to do how to move and cooperate. After few fails you will loose 50% of people and others will start rage and blame you for bad leading and having noobs in team. I created pistoleros and trust me I had good pvp core and leading experience and you will fail. You will be shooting target for bbs and pistoleros

It's pretty clear that the other factions HATE the idea if more competition.
Seems like they may feel a little bit threatened that all the small crews might get together and go up against them.

For christ sake, read again. Not level 1 characters, but ONE characters from each faction or person.

If you really manage to put all these factions together for one common goal = TC then you might end up having good numbers and theoretically be able to use the power of swarm, tell everyone to make a 286 hp rocket launcher character and once you gather 15+, you just go take a town, gg.

This sounds simple, though in reality it's near to impossible to enforce. Many will do everything they can to remain in their old factions (for some stupid reasons) and refuse to join one common base, which will cause even further mess and drama.

You will have to deal with people looting during battles, noobs doing rambo, noobs scared of losing their gear, people who doesnt understand english, noobs with shitty builds (they wont make proper ones), noobs who dont want to learn, players who dont want to use ts or mumble, etc..., that is my own experience. Good luck but you wont get anything, sadly.

That's why you don't hire everyone who wants to join your faction. As harsh as it sounds, we'll just have to reject the misfits and fire the complete morons.
tl;dr get rid of stupid faction members, get jesse to shoot them and melt them in a barrel of acid and then have breakfast with Walt Jr.

Nobody has to leave any faction to do this. Stay in your factions, for crying out loud. You love your existing factions, their function, name, and role-play background. I do too. Don't leave.
This idea is about registering a new character dedicated for one purpose: PvP. So only that one new fighter would do this. All those existing factions would remain active and having fun.
I improved the original wording so there should be no more confusion about "using a level 1 fighter in TC" (which I think is impossible anyway). Again, i meant only level up a single fighter (to at least level 24) that is dedicated for this cause. (Btw yes, that fighter needs to be a drug build, carefully planned to use a certain primary weapon. Get help planning him if you need it. Check Kelin's advice below: 280+ hit points, uses rocket launchers.)
Ironing out the details of approach should always be on a team's checklist. We need a synchronous attitude about losing gear, holding formation, recovering loot, using voice chat...all that has to be clearly communicated and practiced. Already in the plan:
1) In my opinion, it should be standard procedure that every player in this game have a safe place near Modoc, Gecko, Redding, BHills, Den, Reno, and Klamath. Stack gear at each place, plus ammo and drugs. This makes your WAlli fighter ready for all Town Control ops.
2) Assume we're going to lose a lot at first since it's a logical assumption. (We're up against seasoned veterans.) By not getting our hopes so high, we're not so disappointed with bumps as we start.
3) Train a lot first at Hinkley for free. You never lose gear at Hinkley even when your team loses! You just start again and keep climbing the learning curve.
4) Voice chat is a must. Mics are cheap so get one. There is no time in live PvP to type. You type, you die. Turn your cell phone volume off, turn the music down, sober up a little maybe, and tune in on voice chat to hear orders from the op leader. Or we die.
5) Stay calm, stay cool. Getting mad is just out. Getting too hyper during battle is a major ingredient for loss. So stay sharp, but remain calm and in formation. Stick with the team - don't go rogue rambo chasing someone unless the op commander orders the whole team to go there. Listen to instructions moment-to-moment.
6) Die in battle? It's part of the fight, so don't get mad - just run back from respawn, get geared back up nearby, and jump back in when you get the order.
7) See a buddy die? Grab his gear and keep fighting. He should be re-gearing nearby because we all keep multiple sets of gear ready near an op location.
7+1) Were we totally defeated? Time for a team meeting. What did we do wrong? Say it, man. What can we do next time for better outcome? Maybe we need to train more at Hinkley. I bet we do since the other team is there now after beating us lol.
9) We're done with an op and someone is asking about his gear. Find it and give it back. If you don't get your gear back, you need to not care much about that. Losing gear is the cost of PvP. PvP is expensive; we use drugs, we have to replace lost gear which takes time in between ops, and well i guess that's it - maybe not so expensive after all eh? The thrill is worth more than all of these pixels combined.

Kelin from experience Power of swarm sometimes is nothing if guys have shitty builds bad leadership it's easy to wipe out.
But maybe Henry give it a try and pm the leaders of these factions and come to a agreement, it's no harm in giving it a try

Well i am glad to see that there still exist optimist guys like Henry. I think that with lot of work and will you can make it. Our previous faction was dead, we were like only 4-5 guys remained, and we managed to hire more guys, give them good builds, teach them to pvp and do tc, and they are good pvp players now.
If you want to make good and strong faction, first u need good pvp leader, without good leading, you cant win in tc, cuz noobs will do some rambo shit or hide or die 1 by 1. You need to give good builds to new guys to lvl up. To newbies u can give some rl builds, its the easiest to play in tc, and for some more experienced players snipers/bursters. But the most important thing is to be persistent, and not to give up. Good luck guys!

I have play in almost all factions, tttla, hawks, s8, AF, sand brothers and a lot of others, and from my experience i can say that it will never work. Like jacky explain, the big leader will be crazy very fast. i would see that. but one thing, you dont need to make an alliance with 10 factions to kick bbs.

Yeah, because Pistoleros is -TOTALLY NOT- a fusion of all PvP gangs from Reloaded...
All you need to do in order to win with BBS (those cheaters!) you need to come to TC ONLY if you have at least 2 times more people than them, just like Pistoleros do all the time.

Hey i'm here - check in every day, busy this last weekend and busy again this coming weekend. Busy all week actually but who cares - i'm only one guy. Alliance idea does not need any one guy to be successful. Hey if one team (like 9 Ghouls) has a big head start, then anyone interested in allying could join them - they could become the TC heart of WAlli. Why not? Yes you have to ignore that "fuck you" comment from carnack but i bet if you tell him "fuck you" back, he might smile and keep recruiting. So don't wait for me to post anything - alliance is not for me - it's for anyone interested in teaming up for Town Control who is not already playing a PvP fighter somewhere.
What is holding you guys back? Need a build? Too shy?

lololololol, Ive never ever fight 1v1 against any bbs. The few times ive managed to engage any of your guys they ran away, and 3 min later 3 bbs (at least, never less than 3) came to chase me. Even once, It was the 5 BH militia + 1 bbs vs me. I killed the militia, and he ran away. U are funny. Very funny.

Do you have a PvP-class fighter character leveled up yet? Do you need some builds first? I'll help if i can but don't wait for me - find someone to give you that help if that's something holding you back, and get on it. Again don't wait on me - if i disappear forever, the idea still applies: newer players should team up and form a fighter faction to enjoy Town Control, one of the "premium features" of this game. We will be the underdogs fighting veterans, but we can climb that learning curve. We can do it.

yeah, I have a few fighters. I think my best one is a 281 hp crit burster. If it's flawed I can level a new one within a couple of hours, so that's not a problem.
the problem will probably be getting enough capable volunteers.

Anyone who played WoW back in the day of 40 man raids know it difficult but possible.
People need to put their ego's aside and know when someone understanding or strategy than themselves, at the end of the day its a game meant to be enjoyed and if you find yourself raging or having arguments with people then you are playing it wrong :P
For an mmo, people sure do like staying secluded :P

Mainly via PM, this idea is gradually gaining momentum. To all those who have expressed interest so far in this alliance idea: if you need help with PvP builds, get help soon because it won't be long before we're training in teams for PvP ops. I have sent a basic rocket fighter build to several people now, but the main thing is you need to become a build-master yourself by using the planner (http://www.nitue.net/#fcp/creation) and play with the calculator there. Most PvP fighters get gun skill at least up to 220 but don't stop at 220 - get it higher than that, 300 if you have the initiative. Craft if you have to. We can always use a few Sneak 300 characters in PvP too, as they feed important info back to the team.
Voice Chat! TeamSpeak is free and stable with on ads. No mic? Whatever! You need to at least hear the team's instructions. PvP combat is too demanding for typing, so text chat is out. If you go into PvP combat without voice chat, against enemies in voice chat, you're already at a serious disadvantage. You want to win, right? You want some implants? You want power armor? Well then, get ready.

The Junktown Junkies faction will proudly join the Wasteland Alliance.(6 more players at least)
Its not quite difficult to raise a character until level 24, specially if some friends help you to do it (Muties, Centaurs, Yakuzas..) I remember to get the first 10 levels in less than half hour, so it is no really big deal if you propose to yourself and some friends help you a bit.
Im tired of seeing always the same factions having Town Control, so I encourage the good wastelanders, those who ask for peace before shooting, to join this adventure. Maybe you will get bursted or spammed, of course. But the experience of having a real chance to kicking some player killer ass really worth the effort and the bullets.
And I got a message for those who continuosly try to put down this initiative being sarcastic with Henry and other brave wastelanders:

I think most people will agree when i say Bang Bang Smash won this season. Pistoleros had a great leading start, but BBS now dominates all towns in TC. I say congrats to BBS.
Okay so....next season will happen at some point. (Wipe is in 12 months or maybe in 1 month). Can this player community be smart enough for a few minutes to see the wisdom in planning ahead? Let those of us who are not BBS form a single solid team together next season for the purpose of fighting this season's winner. I'm sure BBS will be back with same members and will dominate as fast as they can. So let the rest of us strike a new brotherhood to fight this tyranny!
Wastelander Alliance was an idea that received many supporting posts and private messages. Same idea. Form whatever factions you want, choose whatever faction names you want, get your private bases, but if you're not BBS, then get a fighter leveled up asap after wipe and plan to join him to a common base so we can have a team. Don't let past issues stop us. Starting a checklist...
- TeamSpeak or Mumble, whatever the group decides. And get a mic for crying out loud.
- All members should use a Name Colorization file, ideally the same file.
- A serious team will use a web forum for clear communication outside of the game. I can do this.
- I'm not going to be team leader - that's for someone else. I can be the HR guy lol.

So yeah...here comes wipe! (in 10 months or maybe 1 month who knows). Anyone interested in forming up an alliance team to fight tyranny in the wasteland, get involved asap. We're already meeting in-game now this season to plan for quick start next season. Do whatever you normally do, like building tents and houses, get a private base, share locations with your closest friends, level a crafter, get blueprints, chop down a forest, make stuff....but:
Plan to level up at least 1 fighter to join to a specific Alliance base, so we can all fight as a unified team. All time zones invited! All languages invited! When the USA part of the alliance is asleep, the European members take towns! When they go to sleep, the south american members handle it! When they go to sleep, the USA guys are still on. We need to cover all time zones to ever dominate in TC and compete with more famous (and infamous) factions.
