Include HtH in Quest Requirements

As it is now, this quest can be started in Hub via dialogue with Jacob in Hub's Oldtown. It is a message quest where you become the middleman between Jacob in Hub and Marshal in Gunrunners. You start it easily enough - just need CH 4 (boosted with Mentats/beer etc).

However, to speak with Marshal, you must meet additional requirements. From wiki:

* At least 50% skill in either Small Guns, Big Guns, or Energy Weapons to be able to talk to Marshal.

This suggestion is to include Close Combat in Marshal's requirements, because HtH characters hit a dead end when they try this quest - Marshal will not talk with them.

This problem was misunderstood before.

Well they are called GUN Runners hard to impress them with barbarian HtH skill makes sense

This is a beginner quest. Once most new players get those books, they are no longer interested in doing these starting quests. They've moved on.

* GUN runners, not PUNCH runners lol

Marshall teaches Boneyard Guard, and includes HtH there. So what really makes sense is to include HtH this way too, or disable quest for HtH at quest-giver, rather than allow people to start a quest they can't even do yet only to hit a hard stop. If people start a quest, and hit a dead end, they will surely post about it on forum, sometimes calling it a bug. So this suggestion will likely clear some confusion and lessen requests for help.
