It's not THAT special an item; with a rather large lathe you can make one at home. Before electricity became common the lathes were pedal (foot) powered (equivelent to primitive workbench, but let's not argue over a minor semantic), and about ten years ago some guy found a way to hollow out hardwood bats enough to make them almost as light as metal bats without losing strength in his garage (if you see rings on an mlb bat, ya, that's because they needed the weight to counteract the advantage of the lightened bats). Really, nothing here you can't do in your garage without electricity (it helps though).
