How do I get the Scout support perk???

The wiki says "inside Cault City" so I joined and checked around, closest thing I found was a"scout" mission in the headquarters  to walk to San Fran and back. Thankfully, I already had Pathfinder, so the walk didn't take long, but when I got back I had no dialog option to complete the quest.

Any suggestions? Did I screw up somewhere?

It can be obtained during a conversation with Vault City Citizen Sergeant Stark, who can be found in the Corrections Center building in Vault City.

Talk to Sergeant Stark and ask about raiders invasion or something like that. Then dialog option will appear with [Scout] on it.

And you don't have to be Citizen, Day Pass will do too.
