never bought one myself but the chick at the library sells them

You can get enough of this basic items after few minutes of mining.
for ex. 5 metal parts from footlocker is just nothing against how much you can mine

but i agree with tales of jerkytown trader book

Gubpowder and Metal Part you can get from mining, but stuff like Good Metal parts and Advanced Gunpowder you can get enough.

Yes every thing can be gotten by other means thats not the point. almost everything can be gotten from footlockers yet the loot table is incomplete is what i'm pointing out.
